Reggio Emilia kom av en motreaktion mot fascismen efter andra världskriget. Det började med en lokal kvinnorörelse, som sedan fick en ledare i förskoleläraren Loris Malaguzzi. Målet var att försäkra sig om att framtida generationer inte skulle falla för antidemokratiska idéer. Det arbetet började då med barnen.
